It is a game of action, adventure and stealth published by Ubisoft. It is the seventh installment in the Splinter Cell series and the direct sequel to Splinter Cell: Conviction. It was released for Microsoft Windows, PlayStation 3, Wii U and Xbox 360 in North America on August 20, 2013, Australia on August 22, 2013, Europe on August 23, 2013, and in Japan on September 5 2013.
The game begins with Sam Fisher and his old friend Victor Coste who are about to depart Andersen AFB in Guam when an unknown enemy force destroyed the entire base. Using the computer specialist Charlie Cole, Vic and Sam manage to escape, but is seriously wounded Vic protect Sam from a Granada. Soon after, a terrorist organization that calls itself “The Engineers” claimed responsibility for the attack and announced that this attack is the first of a growing mind behind deadly attacks against US assets they call “blacklist” . They claim that the attacks stopped after the US Government access withdraw all US troops deployed overseas.
In response, the US President Patricia Caldwell, who had just closed the curropto Third Echelon, Fisher assigns, Charlie Cole, Isaac Briggs and Grimsdottir ‘Grim’ Anna creation unit and anti-terrorism special operations called “Fourth Echelon “. She named Sam as the commander and the unit assigned to the task of hunting down and stop Engineers. The base of operations Forth Echelon is a customizable cargo plane, codenamed “Paladin”.

But then looking at the camera and says. “I’m talking to you” This was a trap, and then shots of a helicopter, which Sam narrowly escapes start ringing.

After healing of exposure to chemical weapons, Sam infiltrates the former US embassy in Tehran, Iran, which has been transformed into a barracks of the Quds Force. The pumps come to Philadelphia transit yards, forcing Sam and Briggs to disarm the bombs before the nerve agents are released into the mass transit system. The train engineer escapes, but is shot dead at the scene by responding police officers.
Returning to the empty-handed, Paladin Fourth Echelon is given a break when Nuri was recorded as a prisoner in Guantanamo, Cuba. Sam Briggs and form a plan to break into Guantánamo to interrogate new Nouri under CIA credentials Briggs. Sam interrogates success Nouri who confirms that Sadiq is the mastermind behind the attacks blacklist, but is unable to tell Sam when the next attack will be. Nouri also admits that Sadiq Fourth Echelon knows and is aware of the individual identities of the team. Sam evades capture and escapes from prison, riding across the bay, with the help of Briggs in a boat. Briggs drives himself and Sam the paladin, who landed on an airstrip in the Yucatan province in Mexico.
Before Fourth Echelon can take off, the paladin is under assault by terrorists. Sam and Fourth Echelon combat attack, revealing Charlie was his fault for getting in touch with an old friend as I landed. After takeoff, the paladin is under a cyber attack directly Sadiq. All intelligence aboard the paladin is compromised, and the onboard computers, leading to a Paladin accident in the Gulf of Mexico. Fourth Echelon successfully recovers control of Paladin, avoiding the accident. During the cyber attack, Sadiq runs successfully “American Fuel” Blacklist attack in Sabine Pass, Louisiana, the largest oil reserves in the US ..
While the US government continuity of government procedures, Sam storms Sabine Pass, close the oil leak from reaching other reservation stations active, preventing a chain reaction. Engineers attempts to flee the site using F Briggs and the other hostages as human shields. It is revealed that Sam was dressed in a uniform of the Air Force in the back of the group of hostages. Sam escapes his captors as Delta Force shooters open fire on Sadiq and his men, and Sadiq escaped on foot after injuring Briggs. An unarmed Sam gives chase, disarmament and assaulting Sadiq before hurting him and take him into custody. Even in defeat, Sadiq says it has already “won”, threatening to Sam that if he kills, the twelve nations that are secretly BACKING THE Engineers will rise and if it tests which will “spill all the secrets he knows. “Leaving him no choice, Sam uses the fifth freedom and unofficially imprisons Sadiq, while President Caldwell announces that he is killed and the game ends with the Fourth Echelon is prepared to continue operations. In the post-credits, it is revealed that Vic had recovered from his injuries and he and Sam is about to interrogate the captive Sadiq.
In Blacklist is again the protagonist Sam Fisher, now the commander of the newly established Fourth Echelon. The game also features the return of the old ally Fisher, Anna ‘Grim’ Grimsdottir, along with new characters like Isaac Briggs and Charlie Cole. Several minor characters reappear Conviction, including Victor Coste, Patricia Caldwell and Andriy Korbin.
Before liberation Based on early screenshots and videos from the blacklist, the game was praised for removing images in black and white of the sentence, according Joystiq.com ‘s Mike Schramm. The new voice actors, however, were not well received by some fans. Ubisoft responded with a statement saying Ironside as Fisher did not return because they needed an actor who was “physically capable” of a performance motion capture. Thus, Johnson was hired for the job.
In contrast to the positive reception, Tom Bissell wrote that he was “sick and angry” after seeing a demo at E3, which featured a sequence of interactive torture. Because of the refusal, Ubisoft decided to remove completely torture sequence of the final product.
Upon release Tom Clancy’s Splinter Cell: Blacklist received positive reviews. Aggregating review websites GameRankings and Metacritic gave the PlayStation version March 1 85.45% and 84/100,   the Xbox 360 one,version 83.81% and Pieces 80.11% and 82/100 82/100 and the Wii U version 78.60% and 75/100.
Kevin VanOrd GameSpot gave the game a 8.0 / 10, praising the gameplay and the story too, but criticizing some of the campaign levels.
Ryan McCaffrey of IGN gave the game a 9.2 / 10, praising the game’s return to form and comparing it with the Chaos Theory, 2005. The review addresses the “dated graphics” and the new voice actor for Sam Fisher (whose youthful quality seemed “out of place”).
On October 16, 2013, Ubisoft announced that the game has not met sales expectations.  On November 13, 2013, it was reported that the game has sold 2 million copies worldwide.
