This badge has been at the past two SXSW events (Austin, TX) and have had and have been unlocked by:
2009 - could be unlocked at the 2009 SXSW in Austin, TX by checking into the convention center 3 times before noon.
2010 - could be unlocked at the 2010 in Austin, TX by checking into 5 locations around the SXSW convention.
2011 - can be unlocked by checking in at 3 venues holding panels
